I did not achieve "Friendly" with Lower City until after completing this quest. I was doing quests at the Refugee Caravan so I'm guessing with others one or more of those are prerequisites. Coords are right at 47,54. As a lvl 66 Frost mage the mobs were pretty easy to kill.
